The main instruments available to countries under international law to cooperate on a wide range of global environmental challenges are international conventions and treaties on the environment and natural resources, also known as multilateral environmental agreements (MEAs). The Action Programme also includes a horizontal priority objective to help the Union address international environmental and climate challenges more effectively.
